"Mr President, allow me to mention first of all that Commissioner De Gucht had already planned an overseas trip today. Due to the late confirmation of this item on the agenda, he was not able to change his itinerary and be here with you today, as he had hoped. That is why he asked me to speak about this file on behalf of the Commission. The Commission is much obliged to Ms Quisthoudt-Rowohl and to the shadow rapporteur, Mr Moreira, as well as the other members of the Committee on International Trade, for their constructive approach with regard to this proposal. This is an important proposal as it represents the first and most significant step towards aligning existing legislation on the matter of common commercial policy with the new arrangements relating to implementing acts and delegated acts. The Commission is committed to working with Parliament and the Council to conclude this legislative issue as quickly as possible. A very high number of amendments will be voted on this week. Clearly, I cannot comment on each and every one of them. Detailed work must take place within the three institutions in order to deal with these amendments. I will limit myself to making some general observations. Firstly, in principle, the Commission can accept all amendments which suggest using the advisory procedure for provisional measures. Secondly, the Commission recognises that delegated acts should be inserted into the regulation on provisional safeguard mechanisms for China. Thirdly, the Commission acknowledges those amendments relating to the anti-dumping regulation. The Commission supports those amendments seeking to address the issue of time limits for the application of new comitology rules to the anti-dumping regulation. However, these amendments pose some practical or legal problems. The Commission expects and hopes to find an effective way of addressing these problems as part of the discussion due to take place between the three institutions at the end of voting in Parliament. Allow me to finish by expressing the Commission’s appreciation for the work carried out to date. At this stage, all that remains is the prospect of working together to finalise this issue, in due course, with a view to its adoption."@en1
