"Mr President, Mr Barroso, Mr Van Rompuy, ladies and gentlemen, this crisis is teaching us many things, but there is one lesson that I think is especially important, and it is this: the Treaties will need to be amended in the future to overhaul the decision-making process and how agreements are adopted within the European institutions.
The diabolical system currently in place is slow, frustrating and, what is more, full of vagaries. These flaws lead us to inaction and, in some cases, paralysis, and economic ruin is never far behind paralysis.
