"Mr President, we have a duty to respond to the plight of the most deprived persons who benefit from the scheme for food distribution to the most deprived persons in the Union (PEAD). We are particularly committed to the sustainability of this programme, which is an expression of European solidarity. I have three messages, the first of which is for the Presidency. I would like to say that the Council will be watched closely in this regard and that it must prove itself worthy of the founding values of Europe and crush this pitiful blocking minority. To the European Commission I would like to say that it is logical to back your proposal, Commissioner, to link the PEAD to the European Social Fund. However, the European Social Fund is the most important tool of social integration through professional integration. I therefore ask that it be fully preserved and that it be supplemented by the food aid needed by the most deprived. We will be extremely vigilant on this point.
Finally, my third message is to Parliament. All the Members of Parliament in this House are fully committed to this programme. However, I want to ask the Members of Parliament of those countries forming the blocking minority to send a message to their governments, today, that they must put an end to this shameful situation, which is a stain on Europe."@en1
