"Mr President, ladies and gentlemen, the principles of thrift and social and economic balance have been taken into account in drawing up the budget and the rapporteur must be thanked for that. It is also good that, as the main source of employment, small and medium-sized enterprises have been allocated additional funds. This will help to create new jobs and continue the fight against unemployment. We are also aware of the assumption behind the Commission's Letter of Amendment No. 2, i.e. that around 900 million can be saved in Category I. However, this assumption no longer holds true. First, the euro has now gone up in value, thereby reducing any potential savings, and secondly, we must now assume that insufficient funds have been earmarked in the budget for dealing with the BSE crisis. We shall therefore be forced to accept a supplementary budget which will again seriously reduce, if not eliminate any potential savings in this category."@en1
