UKIP voted to abstain because this report focuses on reducing the Member State contributions, but it also strongly deplores that the Member States are lagging behind in payments to help with the migrant and refugee crisis. Regardless of the reductions, there is an issue relating to paying out money for the Africa and Syria Trusts. In October, all cuts to the budget were voted against and as a result the budget increased to EUR 157.4 billion in commitments and EUR 143.5 billion in payments. The African Trust Fund amounts to EUR 1.8 billion and this money is allocated to examine the root causes that create irregular migrations and displaced persons. The Trust Fund for Syria is worth EUR 40 million, however already EUR 4 billion has been given to the refugee crisis. We are owed money from the EU due to the additional GBP 1.7 billion that was demanded from the UK Government by the EU, plus any savings that are made by the reduction in Member State contributions will end up back in the budget to promote the Security 7 Citizenship agenda and Global Europe; both of which we do not support.
