"Well, Tony Blair did his absolute best to politicise a civil service that had been made neutral by Gladstone 140 years earlier. Yes, of course it is true: we have some people sitting in judgment who have actively been engaged in the process of European unity, and they – in those specific cases – should have absented themselves. But the real point I am making is dithering. Had the new Prime Minister triggered Article 50 immediately, there would be no court cases. We would not have Mr Barnier talking down to us.
