lpv:spoken text	"Contingency margins were one of the few new measures that were introduced in the multi-financial framework from 2014-20, it is essentially a last resort instrument, or to simplify; a ‘reserve fund’, to use in the event of unforeseen circumstances. The Commission must make the proposal in light of such events and the Council must adopt it. While I fully support the increase in expenditure related to the ongoing humanitarian crisis with thousands of people fleeing conflicts in Syria and Iraq, I do not support neither the proposed increase in expenditure for security measures, nor the expenses related to the EU-Turkey declaration on refugees. Therefore I abstained."@en1
