"Mr President, listening to the debate, I am somewhat bemused because I am thinking that if the European Union did not exist, what would be happening regarding the migrants? Would individual countries be trying to do a deal with Turkey? Would the United Nations, for all its talk, be offering EUR 6 billion to Turkey? Would the situation be better or worse? I think the answer is worse. So at least the European Union deserves credit for trying to solve a problem that is not of its making. We have our sense of values. We want to offer support and succour to those from other areas who are worse off than ourselves.
People have spoken about the one for one and criticised it, but at least it is an effort to try and solve the situation. One for one is not like for like. It is legal rather than illegal. It is regular rather than irregular. It is safe rather than dangerous, and I think that must be taken into consideration. 17 March, incidentally, is the Irish national holiday, St Patrick’s Day. He himself was a migrant or a slave coming from Wales to Ireland. He might inspire the leaders on that day to come up with a good solution.
That brings me to the necessity of our borders being rendered safe and controlled, because we cannot have free movement within the European Union unless our borders, in wartime or peace time, are fully controlled and I welcome this move. We also have to look at the question of quotas. If Member States say that there is a maximum number they can or will take in, then that is going to dictate what we can actually do. We have to be practical, we want to help but I think at least we are moving in the right direction and, without the European Union, where would this crisis be? That is a question we have to ask ourselves."@en1
