"Corruption is a concern for all Member States, costing the EU economy around €120 billion per year. The EU’s policy should include the protection of the EU’s financial interests amongst its main elements. The average VAT loss for Member States in 2014 exceeded 15.2%. It is necessary for the Commission to create a mechanism that would encourage companies to pay regular tax rather than committing tax avoidance.
The time between the appearance of an irregularity, its discovery and the final Commission report is now three years four months. The Commission should engage with the Member States to ensure there is an improvement in the efficiency of discovery and reporting. The Commission is called upon to ameliorate the diverging approaches that exist between Member States in the detection of irregularities. A system of uniform criteria should be developed by the Commission that would measure the levels of corruption in each Member State whilst evaluating their anti-corruption policies. Member States must transpose Directive 2014/24/EU, making e-procurement mandatory whilst introducing monitoring requirements."@en1
