I was amazed this morning to see the extent of the black economy – or undeclared work as we call it here – right across Europe, varying from 1% to 30% in different Member States. We obviously have a major problem and, while my good friend Daniel Hannan referred to people being driven into the black economy in the first place, that is only part of the problem – or a small part of it maybe – because the emphasis has to be particularly on employers exploiting workers, as my colleague Marian Harkin said. I think there is a need for an exchange of best practice and incentives for people to pay their taxes and to declare their work."@en1
