"Mr President, let us be blunt about the current situation: the terrorist threat is effectively civil war – incoming individuals joining already internally—based dissidents, targeting key infrastructure to create maximum fear and disruption within our societies.
We must, however, recognise that terrorists now control territory from which to export their violent ideology and have access to millions of dollars to fund their activities. Within the EU, as well as the UK, their best resource is Schengen. Borderless travel facilitates weapons, explosives and unfettered terrorist—ideology exportation as well as people. Second only to Schengen is a banking network that facilitates the financing of terrorism. So, Commission, in your deliberations please face the facts. Isolate by ending Schengen, and starve by taking steps to tackle the financing as two key means of combating this terrorist threat."@en1
