lpv:spoken text	"I do not know the reasons for different members of the Council voting as they might have done, but what I would say to the honourable Member is this: we are engaging in some degree of price fixing. Now, I would say that I am instinctively against that, but I would say that in this area the free market has failed to deliver lower prices on roaming charges. So I think that where the Commission is intervening in the market, it is reasonable and fair to give phone companies a period – and we are giving them just over 18 months – to get used to those price caps. I think the benefit for consumers will be significant and an 18-month delay really is not a problem."@en1
