"Mr President, this challenging period was also an opportunity. It was an opportunity for you, Commissioner, to show farmers across Europe that you understood the crisis that many of them are facing. It was an opportunity to show that this Commission is capable of proposing measures that would make a real difference to farmers, not just during this period, but measures that would actually tackle the huge price volatility that is fast becoming the hallmark of European agriculture.
Commissioner, this package represents an opportunity wasted: a one-off aid package that represents, for instance, EUR 13.7 million for Ireland, most of which, if you remember, will actually come from fines imposed on farmers in the first place; advance payments of monies that farmers were already entitled to; limited state aid measures. None of this represents solidarity or the radical action that was required not just to resolve this crisis, but to provide the certainty that is necessary for farmers to manage their livelihoods into the future.
I fear that, because of this wasted opportunity, in the coming years we are going to return to this place. We are going to witness one crisis after another in one sector after another. I also fear, I am sorry to say, that many will be questioning their future in farming unless an urgent rethink is forthcoming from you and the Commission."@en1
