"The EU budget represents a very strong tool to increase strategic investment with European added value and put the European economy back on track, generating growth and employment while aiming to foster economic and social cohesion throughout the EU. It is important to increase funding for employment, education, training, mobility, youth and social inclusion. Social inclusion of young Europeans has to be mainstreamed and prioritised in all relevant policies financed from the EU budget. Youth-related instruments, such as the Youth Guarantee, have to be proposed by the European Commission. The necessary funding for Cohesion policy (structural funds and cohesion fund) should remain available for all regions and maintained at least at 2007-13 level. 25 % of the overall funding for cohesion policy should be allocated to ESF (European Social Fund) to promote employability and social investment. 20 % of ESF funding should be set aside for promoting social inclusion and combating poverty. European Globalisation Fund shall be continued and upgraded as in instrument to help all categories of workers to re-enter the labour market and acquire new skills. Also, an adequate support for achieving the EU 2020 targets and Union objectives for climate, energy, resource-efficiency and biodiversity should be provided."@en1
