I voted in favour of this report on EU accession to the Offshore Protocol. This is one of the protocols to the Barcelona Convention of 1976. It covers a wide range of exploration and exploitation activities, as well as permit requirements and liability and compensation requirements, and also removal of abandoned or disused installations and harmful substances. Adopted in 1994, when the approach to environmental issues was different, this protocol may have its shortcomings when it comes to outlining a sustainable management system for offshore activities. Nevertheless, a policy of sustainable governance of offshore oil and gas activities is needed. It is clear that the transboundary consequences of an accident in the Mediterranean Sea would not be limited to EU countries. Therefore, the EU should promote international cooperation to improve offshore safety and the response capability of all involved parties. In anticipation of the Regulation on safety of offshore oil and gas prospection, exploration and production activities, currently under discussion, ratification of this protocol is a step in the right direction."@en1
