"Madam President, I would like to begin by thanking Mr Häfner, of course, for his report, which we will debate today and later vote on. If we consult democracy manuals or specialist studies, we can find many definitions of democracy. However, at the beginning of the 21st century, democracy is, above all, a system of public opinion and transparency. Not only are governments accountable to citizens, but they must also answer to them. For Parliament to fulfil its main functions, namely to legislate and control those who govern, it requires information and transparency. Only in this way can Parliament fulfil its role of representing citizens. The agreement under discussion today contains three important points that I wish to emphasise: it increases the dignity of Members, since we can access that information from within Parliament; it enlarges the categories of members who can access that information, given that rapporteurs, shadow rapporteurs and members of the committees concerned can do so; and, finally, it reduces the areas of classified information for which a Member needs some kind of approval to have access to it. Therefore, it is a positive step forward. As was previously mentioned, the following remains to be developed: how we approach classified foreign and common security policy information in a more orderly manner; and it remains for the Council and Parliament to cooperate in good faith in order to move this type of agreement forward without any clashes. I would also like to thank those who initially carried out negotiations on behalf of Parliament: Ms Harms, Ms Wallis, Mr Lehne and Mr Swoboda."@en1
