"This report has positive aspects regarding the necessary establishment of a framework for the medium- to long-term development of fisheries in the Black Sea region. As there is no coordinated action among the actors in the area of fisheries in the Black Sea region, institutionalised coordination could ensure tangible results to protect the livelihood of fishermen, to ensure economic development in coastal areas, and to protect the ecological balance and fish resources in the basin. Naturally, this does not just apply to the EU Member States of the Black Sea region, but also to the other four littoral states. However, we cannot agree with some of the report’s proposals, such as the call for the establishment of a ‘European coastguard’. We do not deny there is a need to strengthen cooperation in a number of the areas addressed in the report.
Nevertheless, we do not believe that this is the appropriate framework for developing that cooperation. Furthermore, we disagree with the excessive focus on the role that the European Commission will likely assume in establishing the future framework for fisheries management in the region. It is part of a process of centralising fisheries management – of which the current common fisheries policy is an example – which has amply demonstrated its limits and weaknesses, and counteracts local management, which we have always argued is necessary."@en1
