"I voted in favour of the report by Mr Bütikofer on an effective raw materials strategy for Europe. I did so because we have been waiting for some time for a set of rules on access to important raw materials such as rare earths, not to mention on resource efficiency, recycling and the substitution of some materials through efficient waste management. At a time like the present, in which environmental risks and problems represent very real and widely-held concerns, it is important, above all, to incentivise the recycling and reuse of materials – especially the rarest of these, whose availability may be too limited to allow for their indiscriminate use – as well as to safeguard and respect natural habitats and biodiversity.
Likewise, it is agreeable and advisable for Europe to be able to ensure a supply of these materials through a policy of friendship with and support for producer countries, without losing sight of the needs of these countries, which are often ‘emerging’ in both economic and social terms. I also welcome the appeal for greater coordination within the Union on the extraction and processing of raw materials, as well as the call for greater focus on the price volatility that risks causing serious distortions in the market."@en1
