"The Commission proposal provides for the conclusion, by the European Union, of an Agreement on the surrender procedure between EU Member States and Iceland and Norway, which was signed on 28 June 2006 but has not yet been officially concluded. This agreement is aimed at improving the surrender procedure for the purposes of the prosecution or execution of sentence, taking the terms of the Convention of 27 September 1996 as minimum standards.
By concluding this agreement, the contracting parties are aiming for an extradition system based on a mechanism of surrender pursuant to an arrest warrant. Warrants may be issued for acts punishable under the law of the issuing Member State by a custodial sentence or a detention order for a maximum period of at least 12 months or, where a sentence has been passed or a detention order has been made, for sentences of at least four months.
As this agreement is intended to extend the rules already in place in EU Member States to Iceland and Norway, Parliament believes its conclusion should be supported and has voted accordingly."@en1
