"The Commission proposal to repeal a number of acts, as presented to the European Parliament and the Council under the ordinary legislative procedure, stems from the political commitment of the EU to improve the quality of law making and to simplify the legislation currently in force, in order to create a better and clearer legislative environment for businesses.
Many acts adopted in previous decades in the area of the common commercial policy of the Union have lost all of their effect but are formally still effective. These acts became obsolete:
due to their transitory nature
because their content has been taken up by successive acts
because they were based on an international agreement subsequently replaced by another agreement
because they were intended as a transitory instrument for the period prior to the entry into force of an international agreement that has become law in the meantime.
The European Parliament, the Council and the Commission agreed in their interinstitutional agreement on better law making that Community law should be updated and condensed by repealing acts which are no longer applied. Acts which have no continued relevance should be removed from the
