"This vote is a strong signal that the European Parliament is sending to Albania and Bosnia and Herzegovina, namely, the prospect of future membership of the European Union. Indeed, allowing the abolition of visas for nationals of these two countries will no doubt encourage the mobility of young students and will strengthen economic and political cooperation with the Balkan region, where some countries such as Serbia, Montenegro and the Former Yugoslav Republic of Macedonia are already benefiting from such a regime. However, let us not deceive ourselves; this vote by Parliament does not, under any circumstances, mean an endorsement of the policies of the current Albanian Government for which we are maintaining the requirements already stated in July. This measure is primarily intended to create a link between nations. It is obviously regrettable that Kosovo, because of disagreements between Member States regarding recognition of its independence, is not included in this process under way between the European Union and countries in the Balkans. We must work towards this."@en1
