"The United Nations has declared 2010 the International Year of Biodiversity. Unfortunately, the European Union will not achieve its biodiversity target for 2010; the loss of biodiversity is continuing at an alarming rate. The rate of loss is projected to accelerate tenfold by 2050. This loss of biodiversity is unacceptable, not only from an ethical, but also from an ecological and economic perspective, as it prevents future generations from enjoying the benefits of a healthy biodiversity. It is crucial that the Commission and the Member States speak with a single voice and increase the speed and effectiveness of their internal decision-making processes so that they can achieve a rapid consensus on the internal EU position at COP 10, as well as devoting a greater volume of resources and more time to their diplomatic efforts in relation to third countries."@en1
