"Article 9 of the Treaty on the Functioning of the European Union stipulates that: ‘In defining and implementing its policies and activities, the Union shall take into account requirements linked to the promotion of a high level of employment, the guarantee of adequate social protection, the fight against social exclusion, and a high level of education, training and protection of human health.’ Thus, I think it essential to increase the effectiveness and visibility of the European Social Fund (ESF), that is to say, of the social dimension of EU regional policy. The EUR 10 billion invested each year in social Europe (lifelong learning, social inclusion, adaptation of workers, and so on) must be used in a way that is consistent with the objectives of the EU 2020 strategy and must make real progress. However, the ESF must remain an integral part of EU regional policy so as to ensure that any increased differentiation between funds does not make matters more complex. I voted in favour of this text because it presents these issues in a clear way and launches a strong appeal to the European Commission: the ESF must become a key instrument of EU policies."@en1
