"It is important for the people in countries on the African continent to have access to health care services. It is good, therefore, that we are having a debate on health insurance systems and on how health care can be organised in low-income countries. Unfortunately, the tone and approach of the report could have been a great deal better. For example, it is regrettable that ideas still prevail in Europe that make it possible for phrases such as ‘whereas people living in certain social and humanitarian circumstances do not always appreciate the concept of providence’ to still be written. We also believe that, in certain respects, the report has an outdated attitude to private health insurance and independent providers of health care. In certain parts of Africa today, it is vital for these independent providers to be able to continue to operate in order for there to be any health care available at all. In spite of these shortcomings, we believe that the aim of the report is a good one and that it presents a good number of sound initiatives. We would also like to support the progressive forces working within the aid organisations for women’s right to reproductive health. We therefore chose to vote in favour of the report."@en1
