"Up until now, the international community has not maintained an attitude of indifference, but has carried out many actions of solidarity to support the populations living in Africa. However, the level of development of this sector is still far below that in the West. If we consider that an African’s life expectancy may be even 30 or 40 years less than that of a European, we can say that this remains a major problem, even now. Fellow Members, I support the solutions proposed in Mrs De Keyser’s report and I wish to point out that the real solution to Africa’s problem lies equally in constructing a foundation for the health care system and in providing prompt aid. To paraphrase a famous saying, I believe that ‘if you offer the patient a drug, you have helped him for a day. If you offer him the foundations for a health care system, you have helped not only him for life, but also his children’. This is precisely the reason why I support a balanced policy for granting funds."@en1
