"Mr President, I have voted against the Batzeli report because, as I see it, this House is once again refusing to face reality, it misjudges the causes of crime among young people and is, by and large, offering incorrect solutions. In particular, this House remains positively blind to the disproportionately high level of crime among young immigrants and particularly young Muslims, even though it is a phenomenon that is clearly prevalent in all European Member States. When explanations are given, they only refer to all kinds of socio-economic factors, while cultural elements are also clearly part of the mix, as is evidenced by the findings by Marion van San, the Dutch expert, on this subject matter.
Solace is once again being sought in all kinds of necessary – I have to admit – social and preventive measures, while judicial and repressive measures are left untouched; it should be clear to everyone that desperate situations call for desperate measures."@en1
