The first lesson from the affair around the CIA flights must be to close the US and NATO military bases such as Aviano in Italy, Ramstein in Germany and Kogalniceanu in Romania in the EU and the future member states. After all, they are the infrastructure for the torture flights. EU interior commissioner Franco Frattini plays things down, wherever this is possible, and pushes the responsibility back to the member states. This is all the more dishonest, since the affair quite clearly also has an EU dimension. The EU, in the security political arena and precisely as far as the so-called struggle against terrorism is concerned, has agreed on a close cooperation with NATO and the USA. Agreements on secret service cooperation and on the unlimited transfer of information classified secret are part of the “Berlin plus agreement”, which allows the EU to take military action using NATO capacities. In February 2003, there was agreed directly with the USA a close cooperation in the transport of suspects. The scandalous behaviour in this sense is not only that of the US government, but the blame must also rest with the EU officials and the EU governments in the know."@en1
