The main provisions of the proposal are aimed at establishing measures ensuring the proper functioning of the EU internal market for electricity by safeguarding security of electricity supply and by ensuring an adequate level of interconnection between Member States. It also aims to establish a framework within which Member States shall define general, transport and non-discriminatory policies on security of electricity supply compatible with the requirements of a competitive single market for electricity. All these objectives merit support."@en1
