"Mr President, I would invite Parliament to avail itself of Article 69(2) of the Rules of Procedure and refer the report back to committee to pursue negotiations with the Commission. What the Commissioner has just said amounts to insisting on the word 'possibly' remaining in the text. In other words, the Commission would 'possibly' take account of Parliament's objections and the Commission would 'possibly' amend its text to take account of our views. That would be unacceptable to Parliament and I therefore ask for the report to be referred back to committee."@en1
