".
Mr President, the European Council did not debate the issue mentioned by Mr Howitt. The Commission has taken no initiative in this area in relation to the Council. I would also like to remind Mr Howitt that the high level group on disability does not belong to the Council but to the Commission, and it would therefore be both more practical and more appropriate for the Commission to provide information on its debates. In it contacts with third countries, the Presidency will raise all the issues it considers important and appropriate to deal with."@en1
