"Mr President, first of all I welcome the proposals here today and again compliment Commissioner Cañete and his team for the good work they are doing in helping us to meet the Paris climate targets. This is one area where a lot can be done in a very easy fashion. Firstly, I am becoming more and more convinced that consumers in general want to reduce their carbon emissions, and all they need is help to do so. This is one area where consumers will embrace what we are trying to do. Simplifying the labelling is absolutely crucial. How could anybody come up with a scheme of A, A+, A++? If you are going to buy an appliance and you see it marked ‘A’, well, you cannot get better than ‘A’ so it does not really make a whole lot of difference whether it is A+ or A++. But there is a big difference, psychologically, between A and C, and A and G, and also the seven different colours will help consumers. This is the way the European Union needs to move in everything. Make it easier for consumers to understand what it is about and they will comply. One area I have a slight difficulty in understanding is the reference this morning to erroneous labelling. Erroneous labelling would not be possible if there were proper surveillance and proper penalties, because those who would engage in it would actually be put out of business. So I think that that is very important and I think the product database will help to ensure that that does not happen because it will mean proper compatibility of products, proper market surveillance, and will mean that suppliers will try and outbid one another to become more efficient and smarter in the appliances. So this is actually a great opportunity for us to do something simple, straightforward, that will help us to meet the climate-change targets in Paris. Well done!"@en1
