"Mr President, this report calls for the Commission to ‘raise the profile of ESI Funds’ investments and to make it clearer that EU funding is involved’. Let me make it crystal clear right from the start of this speech that there is no such thing as EU funding. This money comes from the pockets of citizens of your constituent nations and for you to even consider throwing more of it away on self—promotion is simply a sign that you understand nothing of the issues confronting your voters. We have already seen the decades of audits proving that the EU is utterly unable to prevent misappropriation, misspending and fraud. Giving you tens of billions of euros for self—aggrandisement between 2014 and 2020 seems tantamount to financial suicide. This budget is no more than a very expensive carnival parade, replete with all the clowns and sideshows, parading throughout Europe to the music of the and the smell of burning money. The profusion of EU spending plaques across Europe, following this deluge of taxpayers’ money on projects which could have been done – if indeed they should be done – by the nation states much more cheaply and more effectively, may indeed prove to be no more than gravestones for your expansionist empire. The concern this report states regarding the backlog of unpaid invoices is extremely valid. Who is going to bail out your vanity schemes when the UK leaves? Many of the nations in the south and east of Europe are already groaning under the weight of supporting the euro and your backing of the banking establishments. This empire—building will come to a shuddering halt sooner or later and, for the good of your peoples, I urge you to make it sooner."@en1
