"Mr President, today the EU voted on a report on the tools needed to facilitate trade with countries outside the European Union. The report, which is here in my hand, actually says that complex rules and procedures can overburden small and medium—sized enterprises, placing considerable strain upon them. I have been arguing for the past two and a half years that this is what the EU has been doing through its rules across the whole of Europe. It also recognises the need for free trade and cooperation agreements and says that it has them with South Korea, Canada, the US, China and Japan. Yet when it comes to Brexit and the United Kingdom, in this report the views on free trade and small business between the EU and the UK goes out of the window as MEPs in this Chamber – as you can see, an empty one at the moment – demand further punishment of the United Kingdom rather than entering into a free trade arrangement. That is the EU negotiating style."@en1
