"Mr President, the attacks in Brussels touched many of us in this institution, and the subsequent attacks in France and Germany have shown that the threats we face today from terrorism are as grave as ever. Terrorists have shown that they are willing to attack indiscriminately and across Europe. We only tend to notice when terrorists succeed in carrying out their atrocities, but every day our security forces are preventing other attacks from taking place across the continent. Terrorists do not recognise borders and, with the free movement in the Schengen zone making cross—border terror attacks easier, our strongest tool remains cooperation and information sharing.
We have made progress. In fact we have come a long way on improving databases and sharing information, but more needs to be done. The data we share is only as good as the data we put in, so it needs every country in Europe to fully commit to sharing valuable information in our common interests. We also need to ensure measures such as PNR are properly implemented without delay. Our external borders also need continuing reinforcement. Europe should not be a soft target for terrorists to just wander in.
But our biggest challenge and focus remains stopping home—grown terrorism, stopping young Europeans from turning against their own society. A lot of good work has already been done on the prevention of radicalisation on our streets, in our prisons, in our schools and, most importantly, on our sports fields, but there is a lot more to be done. Learning from each other and sharing best practice is key. There is no single thing we can do to stop terrorism. This fight will be with us for a generation. But by sharing information, updating our databases and addressing radicalisation, we can make it harder for the terrorists to succeed."@en1
