"Mr President, I would also like to take the opportunity to pay tribute to the rapporteur for an excellent job. The revision of the official controls was part of the legislative package and the Commission launched the response to the horsemeat scandal back in 2013. What was brought home to me clearest at that time was the sheer length of the food chain that was exposed from that particular time.
In reality, however, the response was far from rapid: four years, two parliaments, ten trialogues later, agreements were finally reached in June 2016. Nevertheless, I am glad agreement has been reached on the proposal, and I hope it succeeds in reducing incidences of fraudulent and deceptive practices along the food chain. It is also less burdensome retaining the use of slaughterhouse staff under the supervision of a veterinarian or auxiliary for meat inspections, and it retains flexibility in Member States in terms of the fees charged in relation to controls such as in the slaughterhouses and dairy products at border control posts. Crucially, the proposal also allows suitably qualified persons, and not just official veterinarians, to perform certain controls.
I also welcome the fact that there are more stringent penalties to deter international and intentional fraud and the additional possibility of using a percentage of the operators’ turnover as well as penalties based on the economic advantage sought. I welcome the much waited-for agreement on this file, and that we can now have a more uniform enforcement of controls across a number of sectors, taking a more risk-based and thus less burdensome approach. I would also like to say that I hope this will lead to restored consumer confidence and that trust will return."@en1
