"Mr President, negotiating multiple legislative proposals at the same time, particularly when they have been withdrawn and rewritten, is no easy task. I would like to congratulate the rapporteur, Ms Bonafè, and her team of shadows, on their work. Of course, we support the circular economy principles, but my delegation will be voting in favour of this report. We do not think it is a perfect compromise and we should take care to ensure that we do not, unwittingly, take steps backwards by imposing overly ambitious mandatory targets. I have concerns on two areas. Firstly, on the levels of the waste targets, I will be supporting a return to the Commission targets. Secondly, on extended producer responsibility (EPR), I have tabled an amendment to delete Article 8a. EPR has an important role to play in improving environmental delivery, but the proposal to include minimum operating conditions is too prescriptive. We should encourage the adoption of more, and better, schemes but allow flexibility in their design across Member States. With the establishment of targets in the ‘producer pays’ principle affirmed, I believe that it is not necessary to apply such a rigid approach in setting requirements for Member States’ EPR schemes."@en1
