"Mr President, firstly I welcome the fact that Commissioner King is wearing a green tie. It may be indicative of his desire to become an Irish citizen like some of his British colleagues have done here in the Parliament. If so, you are most welcome, Commissioner. A propos the debate ‘Europe for Citizens’ the question is: are the citizens for Europe? Not so, or not enough of them, and people have indicated reasons – populism, scepticism, nationalism, self-serving opportunism Marine Le Pen, and so forth. The rapporteur mentioned one or two other reasons today which are very important. One: the programme we are talking about is not well enough known, and if people are not aware of something they cannot appreciate it. That is the first challenge. The second is the low success rate in applications. Instead of people being delighted to apply and be successful, they get deflated. We have to make sure that does not happen in the future. I agree completely that we need a bigger budget, and we should also expand the programme into the voluntary sector and the sporting sector, where there is a true dimension of European value."@en1
