"Mr President, I would like to talk about this in the context of Brexit. The UK receives more funding than almost any other country through the Creative Europe Programme. Bringing together culture and media programmes is an important part of our membership of the European Union. Although in financial terms it is tiny, this is an area where we actually gain more than we put in.
One of the initiatives in this field is the European Capital of Culture. Truro, a city in my own region in the South-West has announced a bid to be the City of Culture in 2023. I understand that the UK Government has been positive about cities making their bids and I understand also that, at this moment, the Commission is sticking to its announcement that there will be two capitals in 2023, one from Hungary and one from the UK. That may change – who knows? – and it may well all become a sidebar in the big negotiation, but the advice for now is to carry on bidding. The UK is still a full and active member of the EU.
Having visited other European capitals of culture, most recently San Sebastián in Spain, I have seen at first hand the benefits such a successful bid can bring. However, I would add a note of caution as I would not want to see Cornwall, an area not known for being well off, overspend on a project which is inevitably something of a gamble."@en1
