"Mr President, policies on energy and emissions are areas where countries need to work together. Carbon emissions are a real danger and the EU Emissions Trading System (ETS) has not worked. This is a good review: it focuses on those industries which produce the most emissions and it has simplified the rules for smaller companies. It will give industry the incentive to modernise and innovate and will help European countries to live up to their international commitments.
However, it is important that Europe remains a place in which it is attractive for industry to be located, and we must not simply export our energy-intensive sectors to other parts of the world. The tax on our borders was not the right solution and it is good to see that part of the package rejected. I am pleased that this work has been led by a British negotiator. I wish him and the rest of the team the best of the luck at the next negotiating stage, and I hope that in a post-Brexit world, the UK and EU will continue to work together on areas of mutual interest, like this."@en1
