"Madam President, in July 2015 I was the EU’s chief observer for the Presidential elections in Burundi. Within days of arriving in the country, I concluded that the conditions for fair elections did not exist and that the media, the opposition and NGOs were all being intimidated and harassed. The situation then was grim.
Since then, I’m sad to say, Burundi has descended into total lawlessness. Burundi’s once vibrant media has been decimated, the ruling party’s Youth Movement murder, torture, rape and extort money and possessions with complete impunity. With the media silenced, the opposition decimated and the judiciary corrupt, ordinary Burundians have no one to speak for them. They have no voice or protection in their own country, so others must speak for them.
I welcome the EU’s decision to extend our suspension of direct economic support and our restrictive measures against key figures, but we must be prepared to do more and we must encourage Burundi’s African neighbours to take on board their responsibilities."@en1
