"Madam President, the election of President Touadéra last year was an important step in trying to rebuild the Central African Republic after the outbreak of a very violent civil war in 2012. The UN mission there, which now has over 10 000 troops on the ground, is continuing to enforce the peace, but the realities of daily life remain bleak. Law and order beyond the confines of the capital Bangui is patchy, and acts of violence are executed with impunity. Recent attacks targeting UN peacekeepers are a grave concern. With more than 2.2 million people in need of humanitarian assistance and nearly half a million IDPs, the need for aid is urgent and cannot be stressed enough. In this regard, I am pleased to know that the European Union is the largest donor to CAR and I welcome the multi-donor EU trust fund established in 2014. The launch last year of the EU CSDP training mission is also a welcome step. The creation of competent and professional security forces is vital for the long-term stability of that landlocked country and a key part of ultimately transferring peace—keeping operations back to the government. I am also very concerned about the activities of the Lord’s Resistance Army and the fact that despite Joseph Kony being indicted for war crimes, they are still now trying to find a foot in that country. I will conclude by saying that I hope that these efforts can contribute towards disarming the militias and restoring stability to that landlocked country."@en1
