"I voted in favour of this objection to a draft implementing directive. The issue is that that the draft implementing directive is not compatible with a Regulation recently agreed and voted on last October, and goes beyond the implementing powers provided for in the basic act. While inter-institutional negotiations for the 2016 Regulation were able to secure comprehensive controls on imported plant material to avoid the outbreak of future plant diseases, the draft implementing act reverses those gains with regard to fruits susceptible to pests, such as citrus black spot and citrus canker. Even aside from the fact that the Commission is trying to water down the recently agreed phytosanitary rules, the 2000 Directive will be repealed as soon as the 2016 Regulation takes effect, in three years. So the legal basis for the implementing act will not even exist anymore. For these reasons I supported the objection."@en1
