lpv:spoken text	"This file is part of the ‘Market Pillar’ of the Fourth Railway Package, which I oppose as it is aimed at entrenching liberalisation, competition and the market in the European railway sector. Specifically, this vote concerns a Council recommendation to amend Directive 2012/34/EU, opening up the domestic passenger market to any rail operator, including newcomer operators, without consideration of the role and functioning of public ownership, large public infrastructure investments, and public funds and public service obligation contracts. In fact, the only policy criterion really considered in this is the promotion of competition for its own sake, with no consideration given to safety, accessibility, social and territorial cohesion or working conditions. Therefore I voted in favour of an amendment to reject the text."@en1
