"Madam President, I would like to applaud the High Representative’s work on security and defence. The common set of proposals, approved last week, to implement the EU-NATO joint declaration represents important steps forward. Member States must have more ambition and sign up to a systematic effort to fill the EU’s foreign security and defence policy with a greater sense of purpose and urgency. Many EU countries have become inward-looking and suspicious of European projects; this creates the tendency to respond to events rather than to shape them. A stronger, more robust policy is needed to promote a stable and prosperous neighbourhood. Developing a new technology, or upgrading a military infrastructure, is a long-term process. That is why countries must start immediately, without wasting more time. We also need to strengthen the capacities of our neighbours and partners, because the security of our neighbours is also our security. If Europe is to remain safe and secure, defence cooperation among Member States and through partnership must become the norm."@en1
