"Madam President, having had the privilege of representing Parliament in Paris and in Marrakech at the two COPs, I welcome the introductory remarks by the Commissioners and look forward to working with them as we move towards our ambition of a low-carbon economy. I want to use my time to focus on the proposal on the energy performance of buildings, which is an area which I have a keen interest in and in which I see significant potential. Big improvements are needed in numerous buildings, 75% of which are currently considered to be inefficient. Buildings account for 40% of final energy consumption in Europe. An enormous amount of this is wasted due to buildings not performing efficiently. Our work in the coming months needs to ensure that we set the right framework to make investment into energy-efficient projects in buildings happen; I look forward to that challenge. I welcome the mandatory minimum requirements for renewable energy in new buildings, and in buildings undergoing major renovations. This, along with a more ambitious energy efficient target of 30%, will help to ensure real improvements in terms of energy use in our buildings. Efficient homes mean less energy consumption, lower bills and a lower carbon footprint. It is a true no-brainer, and I look forward to work in the proposal in the coming months. I feel that the key challenge in making the required improvements is mobilising the investment to bring about the required changes. The new initiative to unlock EUR 10 billion in public and private funding for energy efficiency and renewable energy in buildings, as announced in this package, is welcome and will be a crucial part of this. I also welcome the EUR 400 million under the EIB FC fund for France, that could be emulated elsewhere."@en1
