"Mr President, thank you to all the rapporteurs and shadow rapporteurs who have been involved in getting us to this position, and to the Commissioner too for her input. We are at a point now where the fourth Railway Package is to be implemented, and I welcome that because it will be good for consumers. That is why we are all here ultimately: to ensure that services provided are safe, that there is a good service, punctuality, cost and a choice of routes. I am certain that the competition that will be introduced by the opening up of the market will ensure that we do have a more dynamic rail system. Much has been said about living in a free and open market with no checks and balances in place for the private sector, and I do not believe that is the case. The strong performance criteria are going to be implemented and supervision measures – which are absolutely necessary – are going to be put in place. Ireland, along with a number of small countries, has a temporary exemption in this because the market share in Ireland is less than 0.5%, and it was perceived that there would not be any interest in opening up that market. However, performance criteria will be put in place, supervised by the National Transport Authority, and I would like to point out that the National Transport Authority is already doing that through its existing direct award contract, and that their publication of quarterly performance already covers similar indicators. We look forward to their supervision again in this area as we move forward implementing the fourth Railway Package."@en1
