lpv:spoken text	"I voted in favour of this own initiative report. Following the tragic flooding of 2002, the European Union introduced the European Union Solidarity Fund (EUSF) as an immediate demonstration of the Union’s solidarity with countries affected by major natural disasters. It was established for both Member States and Accession Countries. The EUSF may come to the aid of Member States if total direct damages caused by a natural disaster exceed EUR 3 billion or 0.6% of the country’s gross national income (GNI). There are also provisions to respond to smaller regional disasters (1.5% of the region’s GDP or 1% for outermost regions). Indeed, Ireland applied to the EUSF under this measure. In October 2015, the European Commission presented its report on the use of the EUSF for 2014 which focuses on the EUSF’s special circumstances in 2014. Following this report, the Regional Development Committee decided to produce this own-initiative report to examine how well this solidarity instrument works and calls on the Member States to optimise the use of existing EU funding."@en1
