DRC is a vast country with immense challenges in terms of poverty and security and gender based violence. Human rights groups continually report on the downward spiralling situation of human rights and freedom of expression and the use of excessive force against peaceful demonstrators, journalists, political leaders and others. A political consensus is essential to provide comprehensive and transparent elections in order to protect citizens living anywhere in the national territory, and in particular to protect them against abuse and crimes, and to exercise the task of governing with respect for the rule of law."@en1
