"I abstained on this report. It seeks to harmonise rules for liability, compensation and financial security for offshore oil and gas operations with a view to preventing further accidents with cross border implications while making sure that those liable can be held financially and legally accountable to persons and states, particularly if the damage fishing, tourism or wildlife.
It introduces the idea of a horizontal European framework for collective redress for sectors hardest hit by oil and gas spills such as fisheries and coastal tourist sectors. Although the idea of protecting both the environment by raising security standards and the idea of compensating inhabitants and workers of hard-hit areas is one I completely agree on, the usurpation of powers from Member States to the EU in this creates a subsidiarity issue.
In spite of this, it also sought the harmonisation of national legislation and areas of competence for member states, therefore I abstained."@en1
