"Mr President, this year has proved to be a massive test for the viability of democracy in the Democratic Republic of Congo (DRC). It is a crying shame that a land of such beauty, diversity and untapped wealth has become synonymous with the idea of a failed state. It is an even greater shame that the actions of one man could possibly plunge this country back into civil war. President Kabila must respect the principles set out in the Congolese Constitution and allow proper democratic elections to take place once his mandate is up. I was heartened by last week’s UN Security Council reports on their visits to the DRC and Angola. It would appear, in particular, that their visit to the troubled eastern region has brought some political stability, and the welcome intervention of Angola in its dual role of Security Council member and Chair of the International Conference on the Great Lakes Region is to be warmly welcomed. Of course, sanctions against individuals implicated in the atrocities is a necessary tool, as is the financial support that the international community provides to the DRC, but I strongly hope that the visit by the Security Council will encourage the Kabila administration to honour its democratic obligations and provide a peaceful and inclusive transition."@en1
